Housing Programs

The Community Development Division works to increase housing options that are affordable to all Missoulians. From financially supporting housing projects with federal grant funds and our local Affordable Housing Trust Fund to ensuring Missoulians’ homes are safe and healthy, to partnering with community service providers to ensure Missoulians have access to other housing resources in the community, we are committed to improving the housing options and outcomes of our residents. The supports this work through three funding sources: the Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME) funds, and the Affordable Housing Trust Fund (AHTF).

Local Affordable Housing Trust Fund

In 2019, the City of Missoula adopted its housing policy “A Place to Call Home,” which called for the creation and funding of the Affordable Housing Trust fund (AHTF) to meet the urgent housing needs in the City of Missoula. In the summer of 2020 the Missoula City Council adopted the Affordable Housing Trust Fund ordinance and a funding commitments resolution. The trust fund mechanism plays a role in nearly all the program development activities of the adopted housing policy and enables the City to secure and reinvest community contributions to housing, as well as capture the value created by land use incentives and other City-driven programs that produce below-market housing.  

U.S. Department of Housing & Urban Development Funding Programs

Community Development Block Grant (CDBG) and HOME Investment Partnerships Program (HOME) funds are made available to the City of Missoula on an annual basis from the Federal Government through the U.S. Department of Housing and Urban Development (HUD). Activities using these funds must meet community and national objectives as approved by HUD.
