The purpose of the BID is to promote the health, safety, prosperity, security, and general welfare of the inhabitants of the City of Missoula and the BID, the people of the state of Montana, and to provide special benefit to the properties located within the boundaries of the BID.

- Four-year terms
Membership consists of a member from five difference zones, an at-large representative and a staff appointed member. Board members must be property owners in the BID and the positions are non-paying.
Appointment is by the Mayor and is subject to Council confirmation.
