What is the procedure to testify at city council meetings or committee meetings?
The presiding officer will ask for public comment on each item listed on the agenda. If you'd like to comment about something that isn't on the agenda, there is time at the beginning of every meeting for public comment on items that aren't on the agenda. When the presiding officer calls for public comment, step up to lectern, adjust the microphone so you can be heard clearly. State your name and address for the record and make your comments. If there are a large number of people who want to speak during the meeting, the presiding officer may set time limits.
